The design of retaining walls should be carried out based on the following general guidelines.
1. Scope of work: AASHTO LRFD design procedure (AASHTO Bridge Design Specification) can be suitable if the scope of the work is related to the design of walls for transportation structures.

2. General Guideline: The attachment is good for general understanding of the methodology to be followed.

3. Specific design Standard: The specific parameters such as soil parameters, determination of earth pressure, and factor of safety are different based on which code, standard or guidelines you are selected for the design work.

4. Dynamic load effect: The retaining walls should be design if there is any dynamic load effect such as vehicle load or train load. In such case, you need to explore more for such dynamic load.

5. Earthquake load effect: It is another important consideration if the wall is located near seismic zone. You may think to satisfy additional seismic design requirements.

If you have any concerns, please let me know. You can discuss further.
